Clear answers for China imports
Costs, volume, documents, customs, RO e-Transport and cargo risks explained in practical language for companies and individuals.
We explain what we can control and what depends on authorities, suppliers or carriers.
This page is written for first-time importers. Technical terms are translated into practical decisions.
Calculations, volume and costs
Air freight mathematics explained without jargon.
What is chargeable weight and why is it different from scale weight?
Chargeable weight is the weight used to calculate transport cost. It is not always the real weight on the scale.
In air freight, the aircraft charges for two things: kilograms and occupied space. A light but bulky carton can take the space of heavier cargo.
A common volumetric formula is length x width x height in cm / 5000. Some cargo tariffs may use a different factor. We confirm the applied formula in the quote.
Simple example: a carton of pillow filling measures 100 x 80 x 60 cm. The volumetric weight is 100 x 80 x 60 / 5000 = 96 kg. If the carton weighs 22 kg on the scale, transport is estimated at 96 kg, not 22 kg.
This is why we request carton dimensions before departure. Without volume, any price is only indicative.
What extra charges may appear if my supplier sells under CIF or CIP?
CIF and CIP may look convenient. The supplier says transport is included. The problem can appear at destination.
When cargo arrives in Romania, local terminal, handling, document or storage fees may appear. They are often called THC or local handling charges.
If the supplier chose the transport structure, we cannot cancel those Otopeni fees. They are not Cargo China charges. They come from the logistics chain chosen before shipment.
This is why we check the Incoterms condition before shipping. A quote that looks cheap in China can become expensive on arrival.
Legal, documents and authorities
The part that worries first-time importers, but can be controlled with preparation.
This is my first import. What is EORI and why do I need it?
EORI is your company customs identification number. It is used when dealing with customs authorities in the European Union.
Without a valid EORI, the company cannot be identified correctly as importer. In practice, the customs file cannot be processed normally under your company.
The code is requested from the Romanian Customs Authority. We can guide you with the required data and tell you when it must be prepared.
Important: EORI is not a last-minute detail. We recommend obtaining it before the cargo leaves China.
What is RO e-Transport and what happens if the UIT code is missing?
RO e-Transport is the Romanian ANAF system used to monitor certain goods transported inside Romania.
The UIT code must be generated before the local road movement when the shipment falls under the legal obligation.
After customs release, we quickly send you the vehicle details: plate number, driver, route and delivery date.
Generating the code in SPV ANAF is the legal responsibility of the client or the accountant. Cargo China has no legal access to your company SPV account.
Missing the code may lead to significant fines and roadside control problems. This is why we keep this point clear before the vehicle leaves.
Why do you avoid DDP imports offered by Chinese suppliers on Alibaba?
DDP theoretically means that the seller pays duties and delivers the goods to destination. In practice, China imports must be checked very carefully.
There are cases where cargo is cleared in a grey way through other EU countries, under intermediary companies that the Romanian importer does not control.
The risk for the Romanian company is not having the import customs declaration under its own name. During an ANAF audit, you may not be able to prove the import, VAT and duties correctly.
Cargo China works with clean documents. Legal taxes are paid transparently to the state. We do not finance clients duties and we do not accept undervaluation.
Operations, risks and error management
What we can control, what we can prevent and where legal responsibility must be clearly separated.
What happens if the Chinese supplier makes mistakes in the invoice or packing list?
This is one of the biggest advantages of organized work. We check documents before departure.
We review the commercial invoice, packing list, product description, weight, number of packages and declared values.
If the data does not match, we ask for correction in China. It is much cheaper to correct before flight than to repair the file in Otopeni customs.
The goal is simple: avoid blockages, daily storage fees and additional questions from authorities.
Does Cargo China check whether my products work or whether they are the right products?
No. This is an important safety limit.
We check the outside condition of the packaging, the number of packages and the gross weight. We can request photos of packed cargo.
We do not open sealed cartons. We do not test products. We do not check component functionality and we do not compare cargo with your samples.
For quality control you need a company specialized in production inspection in China.
What happens if cargo is lost or damaged during the flight?
Air transport is governed by international liability rules. In many cases, standard liability is limited per kilogram, not to the real commercial value of the goods.
For valuable products, we recommend additional All Risks cargo insurance. It is separate protection from the carriers standard liability.
If a problem appears, we document the event, request evidence from the operator and follow the claim procedure.
Transparent answer: no serious company can promise zero risk in international transport.
Why are delivery dates estimated and not guaranteed to the second?
ETA means estimated time of arrival. It is an estimate, not an absolute guarantee.
Air freight may be affected by weather, security controls, strikes, airport congestion and seasonal peaks.
Golden Week and Chinese New Year can congest China routes. During these periods, cargo space becomes more expensive and harder to reserve.
We monitor the route and communicate changes. We do not promise what nobody controls directly.
